Equality delivery system

    The NHS Equality Delivery System (EDS) is a nine-step toolkit which aims to help NHS organisations to:

    • improve the services they provide for their local communities;
    • provide better working environments, free of discrimination, for those who work in the NHS; and
    • meet the requirements of the Equality Act 2010.

    We have undertaken a number of pieces of work relating to the EDS launch and implementation:

    • Working with the NHS, Si supported organisations to implement Step Two of the EDS, with publication of the report Good Engagement Practice for the NHS. The report highlighted existing guidance and good practice across the country, and distilled this down into key principles for good engagement. It offered practical steps of how to achieve meaningful engagement, helping organisations review how well they were doing in regard to preparations for implementing this important EDS step.
    • Shared Intelligence carried out the independent evaluation of the EDS. We used mixed methods to evaluate the impact of, and key learnings from, the first year of EDS implementation. This included telephone interviews with NHS equality leads and national stakeholders and a large-scale online survey of NHS organisations. We undertook site visits to a selection of NHS organisations to develop detailed case studies across regions and NHS organisational types, highlighting notable practice and lessons learned. Our report included recommendations for the re-design of the System, to help embed it within organisations’ core business and promote sustainability.
    • We re-analysed our survey data to undertake a further detailed report on the impact of the EDS on NHS organisations’ implementation of the Public Sector Equality Duty under the Equality Act 2010.
