More about Carol Hayden

Carol is a Director of Shared Intelligence team, leading on research and evaluation. She brings a wealth of experience from her previous roles in government, strategic organisations and academia. Her specialisms include economic and community regeneration, equalities, health and wellbeing, and partnership working.

Prior to joining Shared Intelligence, Carol was Head of Research and Development at the Neighbourhood Renewal Unit (now part of the Department for Communities and Local Government), where she commissioned research and evaluations and improved small area data and analytical tools for local partnerships. She also worked as a Strategic Policy Advisor at the Audit Commission, specialising in regeneration and equalities; as a Principal Research Associate at the Local Government Centre at the University of Warwick, where she carried out research in relation to older people for Government; and in a range of management roles in local authorities in the West Midlands, including as Head of Area Co-ordination in Coventry, where she established multi-agency partnership working to improve the quality of life of people living in the most deprived communities.

Carol holds a MA in Economics from Warwick University and a BSc (Joint Hons.) Economics and Statistics from Southampton University

Carol’s recent and past projects for Shared Intelligence include:

  • Leading evaluation for Welsh Government of an ESF funded project to strengthen partnership working in deprived areas of Wales to improve economic and social outcomes for local people
  • Research lead for a mixed methods DCLG study that is exploring the potential for local authorities to make cashable savings through transformational change 
  • Evaluating RNIB’s Commissioning for Efficiency and Effectiveness Project to assess improve access to and quality of eye health through CCGs and local authorities
  • Led evaluation of GMC’s equality and diversity strategy and now facilitating a series of workshops for senior managers and ‘diversity champions’ to implement the revised strategy
  • Developed a self-evaluation framework and data collection tools for Macmillan Cancer Support and facilitated training sessions throughout the organisation to build an ‘evaluation culture’
  • Provided employment and skills evaluation assistance to City Strategy partnerships in Scotland
